A rather annoying hidden charge

I have a ridiculously featureless cellphone here -- it's beyond basic, but I like it for exactly that reason. I don't have a contract, I just put more credit on it when I need to, which is a variable sort of thing. But. I am annoyed that it costs a one-time fee of €11.62 in order for me to activate caller ID. Nice one, Orange.
